Source registry

Only primary sources belong here: the engine, standards body or operator that owns the system being described. Each has a permanent ID, the date the page itself displayed, and the date its cited wording was last read on the live page.

A finding cites a source by ID, with the section name, the verbatim quote stored in the knowledge base and the source's last-updated value from this registry. Which rules cite which source is derived from the knowledge base, never maintained by hand. Before ruleset 2.0.0 shipped, every stored quote was checked as an exact substring of its live page; a miss blocks a release until a person re-reads the source. IDs are permanent: when a page moves, the URL changes here and the ID stays.
